Property management enterprises are classified by quality into three levels. This paper focuses on the research of the third-level property management enterprise, which is defined as one boasting more than 10 managers with position qualifications, more than 5 employees with intermediate qualifications, registered capital of 500 thousand Yuan and trusted projects for property management, establishing as well as strictly carrying out the managerial institutions and standards for the quality of and charge for the service while setting up the credit records system. It can undertake the housing project with an area of less than 200thousand square meters and non-housing project with an area of less than 50 thousand square meters. Honestly speaking, the total number of the third-level property management enterprises takes up more than 50% of the whole trade. Therefore, it is a very urgent problem for the third-level property management enterprises to solve: how to enhance their comprehensive competitiveness through strengthening the strategic research, making clear the direction of development, and taking shape the key point of strategies in the future development.This paper aims at studying this problem.Firstly, it states the background, current situation and importance of the study.Secondly, it makes a strategic analysis of the third-level property management enterprises by means of SWOT and FIVE-FACTORS, and then acquires the strategies for developing the third-level enterprises and the measures to secure the implementation of these strategies.Lastly, making use of the result of the above analysis, it makes a complete analysis of a typical case of the property management enterprises, thus putting forward suitable development strategies and the measures to secure the implementation.The originality of this paper is as follows:1. It shows great originality in topic choice. Different from the previous studies of the property management, this paper chooses the third-level property management enterprises as the object of study.2. According to the unique characteristics of the third-level property management enterprises, this paper puts forward and analyzes the strategies and methods suitable for the development of the third-level property management enterprises, thus drawing the pictures of strategic choices and security.3. This paper chooses a specific third-level property management company to analyze, which fully proves the value of this paper.
