Since 1990s, economic transition and restructuring of state-owned enterprises accelerated the flows and reconfiguration of labor resources, and it also led more and more workers out of work year by year. In the adjustment of economic structure and industrial structure, there are a large number of laid-off workers in Liaoning Province where is an old industrial base. The laid-off population of Liaoning Province was 2395000 which is at the top of the 31 provinces nationwide in 2000.Over the past few years, as the improvement of social security system and diversification of employment forms, many laid-off workers has returned to work. By 2005, the number of laid-off workers in Liaoning Province had been reduced to 1,33 million. Dalian, as the second largest city in Liaoning Province, resolves the employment problem by jobs and opportunities in community and has got a marked effect. Community employment, as an informal and flexible form, and also as a new channel, is playing an increasingly important role. It has been an important way to resolve the basic life issues of the disadvantaged groups. In our country, there is an enormous potential of community employment. According to statistics, the share of community employment accounts for 20% to 30% in total employment in developed countries, comparing to 12% to 30% in developing countries. However, the share is only 3.9% in our country. If the share of community employment be upgraded from 3.9% to 12%, as the lowest level of developing country, jobs in China will increase a lot. This shows the great development and huge capacity of community employment in our country. In recent years, while community employment, which is still in its infancy made tremendous development, it still needs to be perfected. By analyzing and examining current community employment of Xigang District in Dalian city, this text aimed at finding out the shortcomings and providing proper suggestions for community employment of Dalian and all over China to develop community economy, protect disadvantage groups and maintain social stability.On the basis of domestic and foreign research, the author dissertated the general theory on community employment using of labor economics, sociology and other theories. In this text, the author combined theory and practice and combined theoretical analysis and positive analysis. She organized this paper in the order of putting forward a question, then analyzing the question and answering the question at last to demonstrated the general theories of community employment. After examining and analyzing the actuality of community employment, the author found out the shortcomings. At the same time, the author investigated and compared community data in developed country.Then,according to the actual situation of China, she proposed pertinent strategy:(1)government should increase the input and finance channel in community employment; (2)perfecting training system for community employment;(3)improving the quality of community employment personnel to ensure office efficiency;(4)developing community economy to lay the foundation for the industrialization of it;(5)changing the career concept of the umemployed,encouraging entrepreneurship and providing. supporting and preferential policy;(6)increasing the coverage of social security in community and making corresponding social insurance policies to fundamentally resolve worries of the unemployed and so on.
