| At present, developing the flexible employment vigorously is beyond question, but flexible employment in the development process has failed to give its maximum potential, produce the best social effects. The reason is that no matter the laborers, government and society do not regard it as a real forms of employment. For either it is put in the edge, no matter what it runs its own course, or is regards as the temporary resettlement to place extra labor force, and lack of effective system of expediency environmental and social atmosphere, especially the existing social security system which is excluded.While the social security system of maximum defects, not included in the formal sector, such as the medium-sized enterprises to participate in the basic old-age insurance, medical insurance, unemployment insurance, the proportion of industrial injury insurance, but hundreds of millions of flexible employment officers of the social security system"vacancy". China's population growth in flexible employment has been far greater than the size of the traditional scale of employment growth. This pattern of changes in employment, especially the flexible employment, complex labor relations, frequently changing work, as well as the characteristics of unstable income, needing to build and improve the unemployment insurance system and mechanisms of the employment groups.That is the starting point of this paper.In the course of the study, to economics, econometrics, statistics and social security as theoretical basis, using the statistical analysis, comparative analysis and normative analysis as research methods. First ,we have given a clear definition on the "flexible employment" based on a lot of research which is no clear concept for a long time, and we have done a brief description on the unemployment insurance that we are familiar with.
