Insufficient Innovative Human Capital Is A Major Factor Restricting The Development Of High-tech Industries

With a new age of knowledge economy coming, the high & new-tech industries as the important mark of knowledge economy are becoming the commanding point of the districts competition. For high & new-tech, the reason for fast development is to boost up integrative creative capacity, which includes knowledge innovation, technology innovation, administration innovation, and so on. The principal part of this innovation is the laborer who predominates and creates knowledge, i.e. creative human capital. The creative work of them can breach bottle-neck restriction caused by vested technology and institution, and arouse company production possibility borderline or production function move. So, investing on creative human capital and increase in creative human capital stocks is important strategically function and have profound significance for the development of high & new-tech industries.This thesis has been studied on the following contents: In Chapter one, it introduces the background and meanings of the thesis, and the current studying situation at home and abroad; In Chapter two, we focus on qualitative aspect of human capital, and classify human capital into three types: general, skillful and creative according to the theory of human capital, modern education and psychology firstly. Then we analyze the essence of the concept of creative human capital and its character, and make an empirical study on the impacting of creative human capital on the development of high & new-tech industries; In Chapter three, we take Dalian development area as an example, study the effect of creative human capital on high & new-tech on the point of demonstration. Dalian Development Area is the first economic & technology development area confirmed by state. It pays attention to introduce high & new-tech item and develop high & new-tech at the very beginning. It has become the base of high & new-tech and modern industry of Dalian. DDA's high & new-tech has become an important power to pull district economy increase with the scope of high & new-tech enlarge rapidly, but compared with Zhong Guancun and other high & new-tech area with some primary economic index, DDA laggard relatively. After analyze, we point out the essential reason for the lag is that it lacks creative human capital. Only after increasing in creative human capital stocks can it be possible to the high & new-tech industries to develop healthily and speedily; In Chapter four, combining the successful experiences of developed high & new-tech area with the actual conditions in DDA, the thesis proposes strategic measures for promoting creative human capital of high & new-tech of DDA, with the emphasis on the increase in creative human capital investment as the core, the scientific administration of creative human capital as the channel.On the basis of the combination of theory and practice, the thesis brings forward some strategic suggestion for improving creative human capital of DDA, and hope it has practice value.
