Under The New Situation, China's Export Credit Insurance Study

Export credit insurance is a quite important economic field between international trade and international finance, which is an insurance system established as a policy by the government to support export trade and overseas investment. As an important measure to support international trade, it's always paid high attention by countries. Many counties have established sound and complete export credit insurance. However, in terms of the short history (less than 20 years)of our export credit insurance system, it still has lots of flaws such as government supervision, operation modes and export enterprises' consciousness. With the development of economy globalization, the trade environment has changed very much, as entrance to WTO, export tax refund and customs duties reformation, increasing of exchange reserves, exchange rates appreciation etc. How to use export credit insurance which is accepted by international rules to improve Chinese external trade and national economy become an important task.This thesis is based on the discussion of the fundamental principles and on the comparison research of export credit insurance operation modes, to investigate the problems in Chinese export credit insurance system, then analysis about the alteration of trade environment and affection to Chinese export credit insurance. At the last of the thesis, propose countermeasures to our export credit insurance. The basic clue is: fundamental theory summarizing--foreign demonstration analysis--Chinese demonstration analysis--the alteration of trade environment and the affection to export credit insurance--countermeasures.This thesis consists in five chapters as follows:The first chapter: the fundamental principles of export credit insurance. Some basic problems are made out such as conceptions, extensions, characters and functions of export credit insurance. The second chapter: international comparison research of export credit insurance modes. The chapter mainly analyzes several typical modes of export credit insurance, reveals the general feature, so as to lay foundation for the following research.The third chapter: I Analysis export credit insurance current situation and problems in our country. By the research of history and current situation, I sum the achievements of our export credit insurance, analysis the problem and reason of export credit insurance, and point out the necessity of developing our country export credit insurance at last.The fourth chapter directs at entering WTO, export tax refund, customs duties reformation system, the increasing of foreign exchange reserves year by year and the appreciation of RMB etc, and further analyzes the effect on our country economy caused by the change of foreign trade environment, then points out the influence and request for export credit insurance.At last, the paper put forward strategies to develop and perfect the export credit insurance. On the basis of the above, the paper suggests some strategies to develop and perfect the export credit insurance from four aspects including government, export credit insurance corporation, professional association and export companies: strengthen the leading function of government in export credit insurance; reform the current management mechanism; develop the professional association; advance the service of the insurance organization; establishes the global information investigating a system and foreign trade risk controlling system; strengthen risk and insurance consciousness of the enterprise.
