| Export credit insurance is a policy insurance which provides risk protection for export enterprises in their economic activities.As a means of government indirect control,export credit insurance has been strongly supported and promoted by WTO.The state takes it as the guarantee of the overall economic strategy and the tool to maintain the balance of trade activities.It does not take profit as the business goal.With the support of the government,it plays a role in promoting the development of export trade and provides security guarantee for export enterprises,so as to meet the requirements of national economic interests.With the promotion of the "One Belt,One Road" policy,the proposal of a new development pattern in which the domestic and international cycles mutually promote each other,and the impact of the novel coronavirus epidemic,the country attaches more and more importance to the development of foreign trade.Export credit guarantee insurance is one of the important policy tools for the country to promote international trade and investment,which can guarantee the security of foreign exchange collection of export enterprises and promote the development of foreign trade.At the same time,considering the vast territory of China and the different economic development levels and resource endowments in different regions,the development level of export credit insurance is different.Therefore,this paper studies the impact of export credit insurance on China’s export trade from the perspective of provincial differences.After combing and analyzing domestic and foreign literature,this paper firstly introduces the connotation and characteristics of export credit insurance,analyzes its utility and mechanism,and introduces the relevant theoretical basis.Then,it expounds the development course of export credit insurance,compares it with the development course of representative foreign countries,shows the development status from the operating institutions and conditions,and analyzes the existing problems.Finally,the data of 23 provinces and cities in China from 2010 to 2020 are used to analyze the impact of export credit insurance on export trade based on the panel data of the whole country.Then,some export-related economic indicators are selected and scored by Topsis entropy weight method for each province and then grouped.And through the study of the above groups to investigate whether there is a significant difference in this kind of influence.Empirical results show that export credit insurance plays an important role in promoting China’s foreign trade export.However,the promotion effect is different in different regions.The role of export credit insurance is stronger in the backward regions than in the developed regions.In order to better play the role of export credit insurance,promote our foreign trade and improve international competitiveness,based on the empirical results and relevant theories,this paper gives policy suggestions from macro and micro perspectives respectively. |
