Along with the formation of the state all-dimensional, multi-level and wide-ranging opening pattern, China have already set up bonded zone,export processing zone,experimental unit of free trade zone and free trade port. As patterns of opening process, bonded zone and export processing zone are transitional forms in nature. Meanwhile experimental unit of free trade zone and free trade port has a long way to become free trade port. After the entrance of WTO, these zones have to open widely and set up real free trade zone, if they want to develop well.Lianyungang, as the bridgehead of the new Euro-Asia land bridge in the east, products can be shipped directly to the European market through the international transit transport containers. None of coastal city in the country can compare with the absolute terminal market. For businesses it can bring enormous benefits, which can not be replaced by other regions. In addition, China, Japan, South Korea and ASEAN formed 10+3 free trade zone is only a matter of time.Lianyungang, as a shorter distance from the coast of Japan and Korea's ports, has possibility to become a great bearing area of the free zone. Furthermore Lianyungang has vast and stable economic hinterland, including: North of Jiangsu, Huaihai economic zone and LongHai-Lan new economic belt. Therefore I believe Lianyungang owns the conditions to set up the free trade port.This paper presents the preliminary building conception of the free trade port of Lianyungang and the functions of it. The main function includes: international trade functions, bonded logistics services, merchandise display function. Meanwhile the paper proposes overall development pattern design of the port. This paper holds that the Lianyungang free trade port should mainly learn the experience of Rotterdam's development, and be set up a free trade port like Rotterdam. In accordance with international practice, the domestic status, and Lianyungang's own characteristics, the paper points out that Lianyungang management model should be the area-port integration management. Then on the Lianyungang free trade port site plan, this paper holds that the Lian island and Xugou port area is the best option in the early stage. The specific plan is that constructing the free trade zone on the the Lian island, setting up free trade port on Xugou port area. In the middle period, until the improvement and development of the port and zone, expand the scope of the Lianyungang free trade port, including Lianyungang Development Zone,Lianyungang Economic and Technological Development Zone and Lianyungang export processing zone. At last, the Lianyungang free trade port should include the entire Lianyungang city.After that this paper proposes the preliminary free port construction policy design. It mainly studies the competitive tax policy, the export tax rebate policy, highly effective convenient customs clearance, the examination procedure, the transportation supervising and managing policy and the opening enterprise entrance system. Finally the paper analyzes certain insufficiencies which the present Lianyungang exists, and put forward some proposals.
