The study on free trade zone began with free tax zone as early as 1980's of last century. Chinese Free Tax Zone is a special economic zone, including the activities of international trade, free tax storage, export processing, commodity display and so on, which is founded by the government, supervised by the Customs and has some characteristics of the "inside boundary but outside Customs" without any duty and other restraint of trade for importing goods. Chinese Free Tax Zone has many similar characteristics and functions with the world free trade zone, but differs from it in policies that it doesn't have the whole functions or policies of. The purpose of this paper in the face of China's bonded areas in transition to further expand the opening to the outside world historical conditions, in building an international shipping center in Northeast Asia under the new situation, the argument in Yingkou Port to set up free trade advantages and the need, as well as measures to be taken.Based on the development of Yingkou Port, and introduced the external environment, macro-analysis of the Yingkou construction of free trade port and the feasibility of the need.
