The situation of land supply in Chengdu indicates that the land which is used for development is becoming smaller and smaller, while the price is going higher and higher, so it is hard for developers to make plans. Comparatively, land in suburb is cheaper than in town, and there's lesser risk and greater potential. So it's not hard to explain why the developers are more willing to develop projects in suburban districts. In the meantime, in order to regulate and arrange the entire real estate market in Chengdu, the government has to open suburban real estate market with reason, because it can reduce stress of urban real estate market. It's the inevitable demand of real estate market. Therefore, suburban district will gradually replace urban district and play a major role in real estate market when real estate in urban district of Chengdu is going to use up. We now face a time of developing suburban district. However, it is well-known that the real estate market is"high investment, high risk and high repayment". So how to do well in earlier period of plan-making and investment decision-making of real estate projects is especially important to this emerging, promising industry.Under such situation, this article tries to carry on discussion and research on earlier period of investment decision-making. The aim is to find proper orientation of product by analyzing opportunities and competition in the market, and design products ,giving advice on property developing as well as making market value strategies of project based on these analysis and conclusions so that it can display instructive function in future programs. Moreover, to summarize a scientific and feasible framework to offer help for real estate development entrepreneurs.In January 2007, I was in touch with Sanxing project of Jintang for the first time, and formally began work after Spring Festival of 2007.With three months' careful research and analysis, I finally established the plan of the project in May, 2007. So the validity of time for all the data and conclusions involving real estate of suburban district in Chengdu ended in May, 2007. It's also worth noting that the project has not completed yet. However, the earlier period of investment decision-making instructs the entire project and changes constantly. Therefore, this article doesn't want to make a fully description the course of investment decision-making. It just takes the project as an example and elaborates on the theory of earlier period of investment decision-making of suburban district in Chengdu, so that the theory and the practice unify mutually and can play a certain role in practice.
