Binhai New Area Circulation System Of The Economy And Technology Policy Innovation Research

Recycling economy as an ideal and scientific model of sustainable economic development in 21st century has become a major trend. The development of recycling economy is a systematic project. The key that it can be promoted smoothly lies in the establishment of a protection and support system which is good for the development of recycling economy. In this system, systems and technology policies is an extremely important aspect. Since the foundation of Tianjin Binhai New Area, the promotion and development of recycling economic has been paid much attention, and has achieved significant results. In the aspect of formulation and implementation of recycling economy system and technology policy, Binhai New Area accumulated a lot of valuable experience, but there is still a problem. Based on the study of experience of developed regions at home and abroad, by comparing the system and technology policy of Binhai New Area recycling economy, proposes some innovative Countermeasures, and construct an evaluation system in order to promote the development of recycling economy in Binhai New Area and test the effect of the implantation of policy. It's useful to the development of recycling economy in Binhai New Area.In this paper, the first chapter introduces the concept of recycling economy, the concept of system and technology policy, and the related theory. The second chapter based on the analysis of current situation of recycling economy in developed countries as Germany, Japan and developed areas in China as Shanghai, Jiangsu, summed up the enlightenment in system and technology policy in both home and abroad. Chapter 3 gave a detailed analysis on the current situation of system and technology policy of recycling economy in Binhai New Area, and proposed the existing problems and shortcomings in this respect. Chapter IV on the basis of the former two chapters first put forward the ideas and theoretical framework of the innovation of system and technology policy of recycling economy in Binhai New Area, and then proposed innovative proposals in this regard. Chapter V through construction of the recycling economy evaluation system analyzed the current situation of recycling economy in Binhai New Area, and at last put forward related proposals on the further development of recycling economy in Binhai New Area.
