Since the second half of 2014,international oil prices running low,the oil industry has been seriously affected.Daqing Oilfield Co's business development is also facing serious challenges.Since 2008,PetroChina has begun to concentrate on purchasing materials,by 2012,the centralized purchase management mode should be implemented.As the largest wholly owned subsidiary of PetroChina,Daqing Oilfield Co has also formed a set of centralized purchasing mode which conforms to the actual situation of the company on the basis of PetroChina's centralized purchasing mode.In October 2013,the Daqing Oilfield Co issued ?The implementation plan of centralized procurement management of Daqing Oilfield Co.?,that centralized procurement management and operation mode,the overall objectives,security measures are clear,oilfield materials management work will enter a new stage of comprehensive centralized procurement management.The centralized procurement management of Daqing Oilfield Co is the research object of this paper,To standardize management and reduce the efficiency for the purpose of,in-depth analysis about domestic and international research on the purchasing management of the materials,explains related concepts of procurement management and value chain theory,supply chain theory and synergy theory.On the basis of theoretical research,overview of the basic situation of centralized management of Daqing Oilfield Co,detailed description of the present situation of establishment of the organization,business processes,centralized procurement authority,material planning management,centralized procurement,centralized bidding,non-tender management,procurement results and information platform construction,and then analyzes five problems summary of Daqing Oilfield Co material centralized purchasing management: Institutional setting is difficult to form the overall force between departments,the allocation of purchasing management rights is not reasonable enough,the centralized bidding management system should be perfected,non bidding material management and control efforts have yet to be strengthened,the implementation of centralized procurement needs to be further strengthened.In view of the existing problems,proposes five aspects of optimization measures:set up centralized procurement organization,adjust centralized purchasing management authority,improve the bidding management system of Oilfield Materials centralized procurement,increase the intensity of non bidding materials control,strengthen control over the implementation of centralized procurement results.
