With the continued progress of modern agricultural technology and booming development of green agricultural economy, Agricultural Technology Extension Organization which bridges research institutes, government departments and the majority of farmers in the entire agricultural production, plays an increasingly important role. Due to most of the researches on agricultural technology extension system are conceptional reviews, the lack of empirical research, especially the neglect of human resources management, make a lot of limitations in this area. This study based on high-performance human resources management theory, focuses its attention on staffing practice in Agricultural Technology Extension Organizations, such as selection, retention, work analysis and design. At the meantime, the study introduces the concept of "group efficacy" in order to find the mechanism in the relationships among staffing practice, group efficacy and organizational effectiveness in the context of Agricultural Technology Extension Organizations.In the first step of the study, focus group interviews are used during the investigations in Hangzhou, Ningbo and other cities, preliminarily exploring the relationship between the variables of the study and amending the hypothesis. In the second step, the research conducts a questionnaire survey in total 69 departments in the Agricultural Technology Extension Organizations, with 250 questionnaires valid. Through data analysis, the study tests the relationship of staffing practice, group efficacy and organizational effectiveness, validateing the research model. The main conclusions are as follows:1, Staffing practice in agricultural technology extension sectors contains Selection, Retention and Work design. Three of these practices have high relationship between each other.2, all the practices have significantly positive effect on organizational performance. The practice about Retention and work design are positivly impact on the overall performance and its factors while selection only affects on contextual performance and job satisfaction and has no relationship with task performance.3, All the staffing practice and its factors have significantly positive effect on the group potency and group teaching efficacy.4, Both group potency and group extension efficacy have significant positively effect on the organizational performance overall and its dimensions. Group potency affects more on overall performance, task performance and contextual performance while group extension efficacy has more positive effect on job satisfaction.5, Group efficacy completely intermediate the relationship between staffing practice and task performance, contextual performance, partialy intermediates the relationship between staffing practice and job satisfaction; group extension efficacy partialy intermediates all the relationships.6, The moderating effect of Information Sharing on the relationship between group potency and organizational performance are not supported. In contrast, Information sharing negatively moderate on the relationship between group extension efficacy and organizational performance, contextual performance and job satisfaction.7, Selection and retention strategies adopting in agricultural sector are different due to their industries. The regions which agricultural technology extension sectors in also make their group efficacy different.
