The21st century is an age of the integration of global economy, high-tech, and more important, it is an era characterized with knowledge-based economy, which makes the knowledge and innovation ability become a very vital factor in the process of production. Among the factors of creating social economic wealth, the factors like mineral resources, material resources, working capital, machinery and the traditional labor without any education will no longer hold dominant position. They will be replaced by a new essential productive factor, that is knowledge-based labor with creative ability. As an essential productive, it will play a very important role in the development of global economy.In this thesis, it begins with some relative theory about the human resource allocation. Then, the writer takes Gansu Construction and Equipment Company as an example, and analyzes its current situation of human resource management. By doing so, it exposes many problems that hinder the company’s further development. For example, the cohesive force in enterprise is poor, and how to do the personnel selection and allocation well, and how to improve the staff’s quality, and so on. For the company’s further development, it is very necessary to solve those problems. Therefore, at the end of this paper, the writer proposes some solutions to those problems. It aims to build up a relatively standard human resource management system, so the system can play its due role as a driving force in the development of a company.
