Due to historical reasons and the particularity of water supply industry, urban water supply industry has followed the old planned economy model. In water resources management area, there are also problems like unreasonableness of the water price policy and price formation mechanism. Since water price has been quite low for a long time and it does not reflect the scarcity of water resources, it led to a weak awareness of conservation and lack of efficiency in water use. Contradictions between the supply and demand of water resources have become increasingly obvious and it is bad for the sustainable development of water resources.Contradictions between the supply and demand of water are quite sharp is Beijing city. Beijing is an area which is desperately short of water and ranks one of the 3 cities where the reservoir storage capacity decreases fastest. The per-capita quantity of water resource is only 1/30 of the per-capita quantity in the world. The water problem has been the main impediment to the development of Beijing city. The proportion of water used by citizens has been increasing in the recent few years. Establishing a good method to price water and charging a reasonable price is quite necessary.Based on the backgrounds above, this paper made a research on ladder metering water price. The main part of the paper is analysis of water demand and supply, ladder metering water price and efficiency and fairness of this new policy. The core part is ladder metering water price calculation. Combined with the conclusions of relevant researches in the world, a quantitative model is established in this paper and we hope it will be a help for the implementation of the new policy.In this paper, on the basis of theoretical analysis, a lot of models are used in statistics and quantitative economics are used. Especially in the calculation of water price, this paper introduced an income distribution function on the base of relationship between income and water use. This is the focus of this paper and is also the major innovation.In this research, the main conclusions we come to are as follows: generally speaking, the opinions of Beijing residents to conserve water are relatively weak, and therefore it is badly needed to build an effective water pricing system in order to guide residents' water use. The estimation of water price in this paper is based on relationship between income and water consumption behavior, the potential of water-saving is still very great. Compared with the single price method, ladder metering water price is more efficient in economy and fairer when it comes to subsidies from government and high-income families to low-income families in order to satisfy their basic needs.
