On The Role Of Equity And Efficiency

The principle on giving priority to efficiency with due consideration to fairness is debated ,which makes it a hot topic and focus at present society. Huge collection of works and articles discuss fairness and efficiency by now. It is agreed that fairness can play a promotive part in efficiency noticeably and also, it is the source of efficiency. However, Why fairness promotes efficiency and how it works hasn't been given enough importance in the circle of thoery. These two significant questions hasn't been expounded scientifically and exactly by now. The thesis tries to clear and analyze preliminarily the function mechanism on how fairness promotes efficiency from a philosophical point of view, which attempts to push the the oritical study and makes a slight effort to building a harmonious socialist society with fariness and justice.Based on historical materialism as the basic method of study ,the thesis defines fairness and efficiency and anlyzes dialectical relation between them at first. It is the first time that the author clearly points out that fairness adjusts corresponding to the evaluation and assessment of people interests relations ,then causes people benefits in a balanced condition to improve the efficiency. Fairness promotes efficiency through three mechanism.Speaking specifically, First,it creates good social conditions for ecnomic efficiency by maintaining certain interests relations. Secondly, it clears away obstacles for ecnomic efficiency through changing unreasonable interests relations. Thirdly, it makes efficiency improve greatly by establishing new interests relations. At the same time, the author expounds how efficiency performs a function on fairness detailedly in a different way in which fairness works on means of production and productive relations. The study on how fairness promotes efficiency can help people know dialectical relations between them better and find out the value choice benefit for common enrichment facing problems of real life .Only in this way can fairness and efficiency promote mutually and integrate smoothly in the dynamic balance of conflict and coordination , the society maintains fairness and justice under efficiency premise. At present , With the economy growing rapidly, Society gap between rich and poor almost arrives people's psychological endurance limit. So we should pay more attention to fairness and mobilize the enthusiasm of workers ,keep people's psychological sense of balance to maintaining social stability, ensure social fair and develop orderly. Through the analysis of the function mechnism and exact ways ,the author proposes three countermeasures in view of our country realistic situation: Construct the pattern of distribution reasonable interests to mobilize the enthusiasm of workers; Establish equal, fair, harmonious interpersonal relationship to provide the good social environment for efficiency; Provide the environment of competition full of equal opportunity and justice to guide a more rational allocation of social resources. At last ,The thesis hopes the effort of these three aspects can ensure fairness and justice better under efficiency , which can speed up the building of harmonious society .
