Incentives For The Development Of Circular Economy In China

Since 1990's, recycle economy has been accepted all around in the world as an important approach of sustainable development strategy. In our country, recycle economy already ranks among main concept.However, the development of recycle economy in our country trails many developed countries both practically and theoretically, and to promote it effectively needs efforts from many aspects. During the process of advancing recycling economy, the arrangement of economic system and structure has not received enough attention, while"the system is prior to technology"in promoting recycle economy. The existing recycling economy system in china is largely government-oriented., rational measures as regulations and policies are designed to promote recycle economy, and the application of stimulation is obviously insufficient.This dissertation firstly analyzes the exteriority of recycle economy thoroughly, believes that the existence of exteriority obstructs the development of recycle economy and to internalize the exteriority is key to advance recycle economy. New resource economy theory advocates the policy of combining the government and market in theory, and this has already formed common understanding in solving environmental exteriority problems. In the macro view, this thesis then analyzes that recycle economy requires the basic adjustment of markets, the impetus from governments, the participation of enterprises and the support of public. Government, enterprise and public respectively play the role of the guide, the ruler and the participant. Recycle economy system should focus on the competitive function of market, the regulation of government and the favorable use of public at the same time.From the third part, this dissertation deeply analyzes the existing problems in establishing recycle economy incentive mechanism of our country. Based on making references for successful experiences of developed countries in recycle economy incentive mechanism, it illustrates that this requires a cultivating and optimizing procedure. As the economy of our country is government-oriented in the mass, government should be responsible to guide the development of recycle economy; this thesis proposes the incentive mechanism of getting government involved on the basis of market.This dissertation believes that the responsibility of government is to build suitable motivating mechanism through policy guiding, system constraints and supervising management. Government should be favorable to build the environment of recycle economy structure at first, including three aspects as improving the legal system, establishing resource property ownership system and resource price forming mechanism. Another aspect that the government needs to get involved is that it has rational policies to design. Moreover, in terms of analysis on stimulating mechanism model, this article suggests designing different motivating measures and implementing framework respectively to government, enterprise and public, to build a recycle economy incentive mechanism consists of many motivating implements and measures. On the one hand, to develop responsibility exam system in order to stimulate the local government, establish the policy to promote the public's participation conscious and ability by setting up the preaching policy of recycle economy and the supporting policy towards NGO. On the other hand, the fixed defrayment contract stimulates the enterprises through financial policies; while the motivation contract stimulates the enterprises through economic incentive systems, such as environmental symbol system, resource utilization upon consideration system and producer responsibility spreading system .Combined with efforts of the three aspects above, this article finally formed an integrated social mechanism and atmosphere of protecting environment and preventing pollution consciously.
