Chongqing Cities Nurturing The Rural Studies

Chongqing is the only municipality of the west of china, and it assumes the big city and the big countryside. Along with economical fast development and reform unceasingly thorough, Chongqing is facing several arduous strategic missions: 1.construct the economic center of the upstream of Yangtze River; 2.construct the municipality of coordinative development of urban-rural area; 3. the important growth pole of the west; 4.construct the ecology protective screen of Chongqing.In the current scholarly research, from the region development angle, there are not many papers to realize the specific regional development strategy request by back feeding the countryside.Taking the back feeding as the breakthrough point and standing in the region development angle, I try to explore one way to promote the Chongqing economy development and the society progresses and to implement the country and Chongqing development strategy.We must pay regard to macroscopic government without neglecting microscopic enterprise. Because two back feeding way can be chosen, I propose "213" strategy in this paper, namely "two" main line, "one" point of intersection, "three" level. The government master line and the enterprise master line intersect in one point, namely the town economy development and the countryside area economic growth pole.Two main line: the government leads macroscopic back feeding and the enterprise leads microscopic one.One intersection point: the macroscopic and macroscopic back feeding provide good development environment and direct force.Three level: to be clear about government responsibility and function, enterprise responsibility and function, farmer responsibility and function.In the overall angle of "213" , I propose rules and goals which Chongqing faces under the strategic mission and the development situation. Concrete principles which we must persist are : (1) taking construction the harmonious society as the home to back feeding; (2) sustainable development principle; (3)doing what we can do, and advancing gradually; (4) persisted back feeding; (5) taking care of the laws of regional economics and so on.Back feeding is a way to construct harmonious society, so we set up three goals as its goals: (1) ultimate goal; (2) long-range objective; (3) "十一五" goal.According to the back feeding principles and goals, we choose 6 objects which are countryside infrastructure construction, human capital cultivation, industry cultivation, welfare construction, information and culture construction and village fair construction under the "213" angle of view.According to the "213" angle, the author proposed 5 aspects to put forward this article proposal, namely national back feeding policy, nationwide scale enterprise, Chongqing back feeding policy, Chongqing Enterprise and Chongqing farmers.
