The Research On The Urban-Rural Integration Development In Jintan City

Urban-rural integration, as the advanced stage of urbanization, is the inevitable outcome of development of productivity to a certain extent. Urban and rural development, promoting urban-rural integration, is the majoy policy decisions made by the CPC Central Committee and State Council. This is also a common problem our governments at all levels are faced.On the Third Plenary Session of the party’s17th, the Party put forward demands that accelerate the construction of a new integration of urban and rural social and economic development pattern is the fundamental requirement in the new phase. And the Party clearly states the time requirement for the construction of urban and rural social and economic development of institutional mechanisms for the integration:"By2020, the basic task of China’s rural reform and development is setting up the integration of urban and rural socio-economic development of the basic institutional mechanisms." Current research on urban-rural integration focused on the theoretical analysis, background theory, but the concrete practice of urban-rural integration is still in its infancy. China’s local governments start to consider and study its own development model according to their natural economic conditions and cultural conditions of the urban-rural integration. In recent years, Jintan city has made some achievements in rapid urbanization, urban and rural development, but there are still some problems. Therefore, the study of Jintan urban and rural development model is of great theoretical significance and practical significance. First of all, the author general states the urban and rural studies at home and abroad in this paper. This general statement provide a theoretical basis for further study.Then in this paper, followed by detailed analysis of urban and rural development in Jintan. The author summarized the main approach used, the achievements and the problems and shortcomings, such as system constraints, the transfer of rural surplus labor, environmental protection, etc.; then analyzed the main mode of urban and rural domestic and urban-rural integration of these models for the development of Jintan inspiration, especially analyzed Pearl River Delta "with sincerity" urban and rural development model, Shanghai "urban and rural planning" the urban-rural integration development model, Sunan "promote the development of township enterprises" the urban-rural integration development model, and on this basis, summed up the experience and the inspiration for this study; Finally, studies to further advance the integration of urban and rural development model Jintan strategies and approaches. In this paper, research methods and ideas is through the theory of previous research, based on a more fair come to define the concept of urban-rural integration and related content for this article as a theoretical reference for further research.This paper provides reference for Jintan promoting urban and rural practice based on the Study of main mode of urban and rural practice and experience in China’s advanced regional. This paper argues that although Jintan is still in its infancy in the urban-rural integration, but already has basic conditions to move to the advanced stage of the development process. In the future if it can actively learn from the advanced integration of urban and rural experience, and give full play to their advantage, adopt a golden altar of regional characteristics of effective measures for urban and rural development, urban-rural integration is bound to create a new situation.
