Rapid economic development in Yangtze Delta needs the support of harmonious freight transport system. This paper analyses the present status of highway and waterway freight transportation, builds up indicator system to evaluate the development and made research on the model to optimize transportation.In chapter one, Yangtze Delta chooses coordinated development as its economic development strategy, so harmonious freight transportation system must be built to maintain economic progress.In chapter two, the present status of highway and waterway freight transportation in Yangtze Delta is described, including the main factors, such as transportion tools, traffic infrastructure, freight traffic, and so on.In chapter three, indicator system of highway and waterway freight transportation is set up. It contains all the main factors of freight transportation, so it can be usd to evaluate the development level of that.In chapter four, present status and trends of economic development in Yangtze Delta is mainly discussed. Through comparing the economic development advantages of Zhejiang, Jiangsu provinces and Shanghai city, we can analyze their economic development model respectively.In chapter five, freight demand and infrastructure construction in Yangtze Delta are demonstrated. The highway and waterway freight traffic can be forecasted through the relation between economic development and freight traffic, and highway and waterway infrastructure construction from 2005 to 2010 can be deduced by the traffic planning.In final chapter, development model of harmonious highway and waterway freight transportation is analyzed. Finally, some suggestion are made to promote transportation development healthily.
