At present, the chaos of large cargo transport market, the mess of road toll and the lack of operating standards all delayed the development of load transportation. To some extent, it also restricts the development of heavy industry. For this form, China has introduced a new pricing policy for highway- toll by weight, namely the charges should be in accordance with the total weight of the vehicle. However, due to the speed of Chinese economic development of diverse provinces, each province therefore develops its own standard of charges according to the condition. So the inter-regional transport large multivariate pricing model emerged. This kind of model, although adapted to the level of regional development differences, still has its drawbacks, which makes the research of toll by weight very important. How to ensure the large transport accomplished economically, safely and efficiently according to customer requirements successfully is worthy of thinking. There are many factors that impacting the large transport. This paper focus on the impact on large transport from the perspective of road toll.Firstly, this essay defines the study of objects and problems, summarizes research progress of charges methods of large transport at home and broad, reviews the existing conclusion, analyzes the basic framework of large transport industry with a view of its background and states its own characteristics. At the same time, this article introduces the road toll theories of large transport in China. Thus it analyzes the status quo of Chinese road toll. Due to large transport is closely related to overloading in China, it introduces regulations concerning about large transport, and analyzes the relevant factors affecting large transport charging policy. Then it presents the charging status of the large transport in several typical provinces and gives a brief analysis of large transport charges.Then, this essay addresses the main problems of highway toll of large transport. The excessive fees, the irregularity of charges, the lack of legal basis, the long cycle of approval procedures are main reasons for restricting the development of large transport. Simultaneously it analyzes the causes that mainly existing in the imperfection of laws and regulations, the lack of standardization of weight fees, the deficiencies and shortcomings of existing management system in industry.Finally, through the analysis of policy standards of highway toll of large transport, this work offers a two-dimensional perspective to build a new charge model for solving the unreasonable charged by weight, which reveals the fair efficiency and social welfare. Combined with the advanced experience of large transport abroad, it presents the policy recommendations for the development of large transport from macro and micro perspective, achieving the promotion of large transport harmoniously in the end.
