With economics globalization and China's access to WTO, the competition both at home and abroad that enterprises face is growing. And the trade liberation and information latticing means the Knowledge Economic Times and Post-industrial society is coming. Customer Demand change rapidly, Technology Innovation continues to accelerate and the life-cycle of products is shorter and shorter. As a result, Business Management is faced with more challenge and impact. However, the competition in human resources is the focal point of the company competition. The one who attachs importance to human resource development and aligns Employee Requirements to meet Enterprise Goal, would win in keen market competition. Undoubtedly, the Company's overall operating performance can not be separated from its stratagem programming and goal-setting, yet its specific performance is closely linked with the employees' working performance.Human Resources Management (HRM) has already made up an integrated system, which is of great importance to modern corporate management. HRM function includes Job Evaluation, Staff Appraisal, Performance Management, Employee Salary, and Company Culture Development and so on. And the key among them is Performance Management, as the other aspects all relate to this. Performance Management is not only the important basis and precondition of Business Management, but also the key factor of success of a company. The Performance Management index and measures could be changeable with the transformation of a company's environment and times. How to set up performance appraisal index scientifically and build up a reasonable appraisal system to realize the goal of a company, is taken more seriously day by day.The paper chooses Performance Appraisal System in Information and Communication Company (NPIT) as a research object, taking the original Appraisal System as background, proceeds from the basis theory of promoting and performance appraisal, starts with the current situation of the company's management, and analyses the performance management problem existing in the company currently. The paper also points out that we should use various ways and theories of Performance Management to establish efficient methods, which meet the company's strategy goal , match the present situation of the company's management and is beneficial to Company Human Resources Management. Effective implement of Performance Appraisal could integrate different activities of Human Resources Management in NPIT, form a strong power of motivating and stimulation inside the company. Through the improvement of employees' performance, the company's overall performance will be promoted finally.
