Now enterprises at home and abroad pay more and more attention to performance appraisal. Pucheng Power plant still has a clear trace of management model and notions under the long-term plan economy system. Long-term average distribution system leads to the lack of performance appraisal for staff and departments, which has become a loophole of enterprises' management. As a result, under the demand of new market environment and enterprise development, applying effective performance appraisal for Electric section movement personnel's has a profound significance.The paper introduces current performance generate electricity development appraisal system of Shanxi Pucheng Power plant which centers on responsibility agreement; analyzes three main problems of appraisal system through deep investigation, research and analysis generate electricity development of Pucheng Power plant performance appraisal status. The existing three problems include the striking problems of the appraisal and judging system which centers on responsibility agreement, the problems of performance appraisal goal design, the disconnection of performance appraisal for department and individual. The paper based on the comprehensive survey of performance appraisal theory analyzes the existing problems systematically and established the new performance appraisal system linking with power providing condition. to analyze key performance appraisal index with the appraisal method which combines main and basic aspects together; to design gradually with balance record card. Process management is reinforced during performance appraisal and the execution of performance appraisal can be monitored effectively through process management. In addition, the present responsibility agreement appraisal system can be improved with goal management method.
