Hangzhou Port, as the fourth biggest inland port (ranked in 2005) in China is densely covered with watercourses. It connects with the Grand Canal as well as Shanghai and Ningbo, the two hub coastal ports. Hangzhou City in which the port locates has strong economy with its GDP, total investment in fixed assets, total value of imports and exports for frontier trade, etc. on the top in a national scale. Due to inefficient layout, scattered berths, and lack of scale effect in general, Hangzhou Port developed a little bit slowly so that it couldn't catch up with the soaring increase in regional economy. So it is necessary to have a research on the construction scale of Hangzhou port under the regional economy development.Through analysis both qualitative and quantitative, the correlation between the Hangzhou port construction and regional economy development has been studied, and the impact of present scale of construction on the regional economy has been analyzed and demonstrated. Upon the study of abundant literatures home and abroad concerning the construction scale of ports and the present circumstance of Hangzhou, the issue has been studied on the construction scale of Hangzhou port as an inland one by which the regional economy can development most efficiently. Here are the details:I. Through the qualitative analysis on the port functions of different generations and the impact of present scale of construction on the regional economy, the correlation between regional economy and port construction has been studied.II. The input-output model and Cobb - Douglas Production Functions are selected to search for the linear relation between regional economy and port construction on which the direct economic benefits generated by the port is emphasized.III. Because of the inefficiency of input-output model, the indirect impact should be also considered by employing date Data Envelopment Analysis (a. k. a. DEA) through the quantitative analysis on the correlation between them both.IV. The goal that the great economic increase in Hangzhou and Changjiang Triangle must get full use of based on the SWOT analysis.V. the future three years' gross handling tonnage has been forecasted with the statistical data as the reference.VI. Based on what have been done as mentioned above, the depth of channel, the number of berths to increase and the other important indicators concerning the construction scale have been calculated so as to frame the general scale.
