The City's Public Safety, Social Support System

With the economic development and social modernization, Chinese cities' urbanization, social mobility and division of labor in society have been expedited. The hidden trouble, influence and prevention of urban public security have been paid much more attention. To intensify the research on the management of urban public security and to encourage the entire society to facilitate the construction of peaceful cities matter in great deal the stability of economic development and social modernization. During the fourth plenum of the 16^th Central Committee of CPC, the new concept of building up the harmonious community of socialism has been raised which involves the issue of public security that will be enhanced and realized by the initiation of the program of Building up Peaceful China. Now China is in the period of development of building peaceful China and constructing harmonious community. The construction of Peaceful China has aroused social echo and earns enormous social effect. There are more than one hundred Excellent Cities on Public Security Comprehensive Management in China. Qingdao initiated the program of Building up Peaceful Qingdao in early schedule and has achieved some rewarding and important experience. However, some issues have been raised and lessons have to be learnt. Under the current circumstance of national initiation of building up harmonious community and Peaceful China and close attention on the public security, it will undoubtedly be of far-reaching theoretical significance with important social value to intensity the research on the urban public security and to explore the related social support system.Building up social support system of urban public security is a systemic social program which involves many issues related to municipal functions, social system, community management, public participation, technology development, promotion and education. This article combines the theoretical analysis with case study to review the present situation of the program of Building up Peaceful Qingdao with the intention to analyze the present situation, achieve the theory renovation and solve some issues. The outline and strategy of building up social support system for urban public security is to enhance the construction of municipal functions, promote the social security, improve the community management, encourage the public participation, explore the human resources for social security, establish the security alarm system, improve citizen's awareness of security through promotion and education, and facilitate the essential technical conditions by speeding up the scientific development.This article consists of the following chapters:Introduction indicates the theoretical and practical significance.Chapter 1 introduces the cause, content and method.Chapter 2 defines the concepts of urban public security and social support system, and analyses the structure and functions.Chapter 3 presents the brief introduction to philological research on urban public security study and some theoretical perspectives.Chapter 4 analyses the present situation of urban public security of Chinese cities and introduces the typical cases in the international community.Chapter 5 is the case study of Building up Peaceful Qingdao which includes the program's present situation, achievement and some issues to be solved.Chapter 6 gives some suggestions for building up social support system for urban public security such as government and community construction, citizens' participation, technology support, the establishment of alarm and emergency system, and populization of citizen's education for public security knowledge.
