The Research About Public Housing Security System In Urban

With the accelerated process of urbanization in China, the growing number ofurban residents, urban public housing security system has become the focus of allsectors of society. Urban public housing security system, has achieved considerabledevelopment, but it is still not perfect. Its level of development to protect theefficiency is still not high enough. It is difficult for urban public housing securitysystem to give the disadvantaged urban residents full, timely and effective protectionof housing. The problem of the urban public housing security system, which not onlyrestricts the realization of housing right of urban residents, but also hinders theaccelerated process of urbanization. At the same time, it makes a vital impact oneconomic development and social stability. Therefore, it is necessary for us to make adeep research about urban public housing security system.Many researches about urban public housing security system have beenconducted by the foreign and home scholars, but there is a big controversy about thestudy conclusions. On the basis of these scholars, we make a systematic andcomprehensive research about the development status of China’s urban public housingsecurity system, urban public performance of the actual operation of the residentialsecurity system, the problems of urban public housing security system and theunderlying causes behind the construction of new urban public housing securitysystem, integrating use of urban public housing security system theory, and combingwith the theoretical and empirical methods, economics, game theory and statisticalknowledge.This study includes the following sections:Firstly, we analyze the development status about our current urban publichousing security system. We describe the current urban public housing securitysystem from three perspectives: the system of affordable housing, the low-renthousing system, the public rental system. We believe that the speed of thedevelopment of the current public housing security system is still relatively slow andit lacks the long-term stable development mechanism. At the same time, thedevelopment of the housing security system is not long-term stability. Secondly, we have made the research about the operational performance of urbanpublic housing security system from an empirical perspective. Specifically, weanalyze the relationship among the system construction of the security room, the realestate prices, the government behavior and residents’ consumption behavior. We havelaunched the empirical study by constructing the model when we using a statisticalmeasurement in the first and the third empirical study. The relationship between theprotection of housing and government behavior has been studied by us in the secondempirical study. We make a good measure about the operational performance of urbanpublic housing security system through the empirical research. We believe that thecurrent run performance of urban public housing security system is relatively low. Theoperating results deviated from the original purpose of housing security systemdeveloped and it is not achieve the desired goals.Then we make a deep research about the existing problem of urban housingsecurity system and the underlying causes. We believe that there are two factors whichhinds the development of urban public housing security system. First of all, thecurrent effect of urban public housing protection is still relatively small. It is difficultfor us to measure a significant impact, which derives from the real estate prices,government behavior and residents consumption. Therefore, the measurement is notobvious. Secondly, the existing housing security system derives from the oldresidential protection concept. The old ideas emphasize the protection of housingaffordability and housing ownership. We believe that this concept of housing securitydeparts from the original meaning of residential security. We think we should tryefforts to change the original concept of residential security, and vigorously promotesthe construction of public rental system.Finally, we attempt to make a new idea in order to solve the current problems,that is to say that we should promote the change form the "purchase protection" to"rental guarantees" about residential security system. It is time for us to strengthen theintensity of rental housing security, and to build the lease-style urban publicresidential security system model. At the same time, we also elaborate the specificcontent of the new model, and put forward policy recommendations.
