Tianjin Knowledge-intensive Manufacturing Technology Innovation Research

"Knowledge", as a key factor in production, plays a more and more important role in modern manufacture as human society accelerate the pace towards the new era of knowledge-based economy. The knowledge-intensive manufactures(KIMs) which represent the trend of future manufactures development, developed rapidly and gradually became the pillar industries of many developed countries or regions. KIMs and technology-intensive manufactures both put an emphasis on the importance of technology in production, but the former pay more attention to technology innovation, technological innovation is the foundation of KIMs.This paper firstly integrates all kinds of viewpoints and gives a detailed definition of KIMs, then explores the characteristics of KIMs and nature of KIMs technology innovation. After that the paper introduces the development of KIMs at home and abroad :the United States' KIMs which represent the basic-research-typed technology innovation and Japan's KIMs which represent the market-driven-typed technology innovation, and also analyzes policies to promote technological innovation of both countries; then analyzes the technology innovation of the Pearl River Delta and Yangtze River Delta's KIMs. At last the paper sums up revelation to Tianjin' KIMs from three aspects: government subsidies, tax incentives and risk investment.Based on the theory and experience given above, the paper analyzes technology innovation process of Tianjin's KIMs from the inputs and outputs, and according to the data from 2002 to 2006 establishes a C-D function to measure the contribution rate of technology innovation of Tianjin's main KIMs-Electronics and Telecommunications equipment manufactures and Medical manufactures, and in accordance with the analysis above the paper finds out several problems in Tianjin's KIMs technology innovation.Finally, based on the analysis above the paper put forward several countermeasures and proposals with building of the external and internal environment to promote the further development of Tianjin's KIMs technology innovation.
