Research On China's Urban Housing Security Problems

Housing is one of basic human survival conditions. Because of the high housing prices and fierce competitions in society, there are always some people needing housing guarantee system to solve the housing problems. To this end, various localities have gradually established a housing guarantee system. In this system, affordable housing, low-rent housing system and the housing provident funds system are main contents. However, in practice there are still many problems. These problems require us to re-think about the housing guarantee system. And then build a scientific and rational housing guarantee system. This is the main purpose of this paper.In this paper, first of all, the theoretical basis of the housing security system is described, and the experience of the developed countries in the housing security system is learned, through these the paper draw on enlightenment to China's housing security system, and then a specific analysis of problems of China's housing security system in operation is done. Finally, in the basis a series of measures of improving China's housing security system is reached on.The basic theory of this paper is social security theory, equitable distribution theory, filtering model and categories of housing supply theory. the paper use these theory and connect with China's actual conditions to analyze problems in the operation of security system. Problems comprise: the supply object of affordable housing target is not clear; the price of it is a certain high; the location is not scientific, the area is too large and so on. There are many problems in the low-cost housing to be improved such as: the Government' recognition, applied objects and the source of funding and so on; housing provident funds system also has many problem: coverage broad is not enough, the using of efficiency is not ideal, there are problems in the regulatory system and so on.This article learn excellent experience from the United States, Britain, Singapore of the construction of housing security system, sum up the revelation to China's housing security system and bring forward the measures to improve China's urban housing system. The measures including: establish a wide range of housing supply system and confirm the housing security object; strengthen the main status of Government and the security should be appropriate; improve the model of housing subsidies; construct mixed residential quarters; take a wide range of low-rent housing subsidies; optimize the mechanism of accessing, waiting and exit; increase the deposit of housing provident funds; preserve and increase the value of housing provident funds through the operation; enhance the protection efforts for low-income; solve 'Sandwich Class' housing problems by system innovation.
