Research On Nanrtong's Construction Of Rural Public Service System

Through 20 years'reform, a socialist market economy structure has been established in China. Through market-oriented reform, productivity has been stimulated, people's living standard has been greatly improved and the comprehensive power of the nation has been tremendously strengthened, meanwhile, the people's demand on public products is becoming stronger. However, the shortage of public services and public products catalyzes many contradictions in social development. It becomes more and more urgent to establish a system of public services, which is a long-term, complicated and strategic undertaking.What is the breakthrough of the construction of socialist public service system? The answer is the construction of rural public service system. In China rural areas, the shortage of public products and services is the largest while the demand of rural population on this is the strongest. As long as there is a strong desire and a large base of people's support, any reform policies will be successful. On the other hand, according to the 16th Party Congress Report, the difficulties and focus of constructing a well-off society are in rural areas. In order to reduce the disparity between Rural and Urban areas, the equalization of public services must be achieved which is clearly put forward in the 17th Party Congress report. If a scientific and effective public service system is established in rural areas, the equalization of public services will be achieved and the disparity between Rural and Urban areas will be naturally reduced.Comparing with urban areas, rural areas occupy a vast land with unbalanced development, even between villages. Therefore, rural public service construction cannot be in the same pattern. Based on public services theory and the peculiarity of public services, through an investigation on Nantong rural area's public services situation, this article analyses the problems in Nantong rural areas'public services system construction and tries to seek the development direction of Nantong's construction of the rural public service system.
