Policy Research To Promote The Development Of Yunnan Provincial Science And Technology Business Incubator

The Chinese science and technology business incubator started in 1987. After more than 10 years' development, various different types of business incubator have been formed. 7 instructive policies have been issued by the national correlated department and nearly 20 by everyplace. Yunnan province has not presently issued any correlated instructive policy suggestion, either the concrete special policy measures but many disadvantages, such as the research of policy is lagged, the legal status of incubator is indeterminate, the support policies are weak. Which make the development level and scale of the science and technology business incubator of Yunnan province are lower and smaller. So our current urgent affair, which promoting the science and technology of the small and medium-sized enterprises is how to promote the science and technology business incubator.Proceeding from the determination, examination, use and management of the construction special funds, according to the comparative analysis of the development status and research background of the science and technology business incubator at home and abroad, and the policies of China and every province(area, city), this paper uses the case study, comparative study, field investigations and interviews, literature research, combines with the development status of the science and technology business incubator in Yunnan province and two typical cases, carrying on systematic and comprehensive investigation to the science and technology business incubator in Yunnan province, evaluating the role of the science and technology business incubator on the cooperation mechanism of the province and academe, province and university; putting forward the policy suggestions in the aspects of policy, talent and fund to help the Yunnan government issue the preferential policies which promote the science and technology business incubator.
