Study On The Policy Of The Industrialization Of Science And Technology Achievements Based On The Incubator

The incubator for small and medium-sized enterprises playing an important role in the industrialization of science and technology achievements depends largely on the government’s various policies of science and technology. How to make policies in favor of promoting the industrialization of science and technology achievements of enterprises in the incubator is an important task that both the government and society are now facing. This paper tries to analyze difficulties of the incubator in the process of promoting the industrialization of science and technology achievements and discusses how to make reasonable policies to promote the industrialization of science and technology achievements of enterprises in the incubator from the perspective of policies on the industrialization of science and technology achievements.The paper firstly states the research background, significance, train of thought, methods and framework. Through summarizing and concluding the review of domestic and foreign research literature, specifically, it analyzes the operational environment and status of enterprise incubator. Then it studies the correlation between the existing policies of national-level, local-level and enterprise incubator and the industrialization of science and technology achievements of incubator. It focuses on the effects and deficiencies, including some policies emphasizing the short-term benefits and ignoring developments of the ability of the incubator itself and giving an example to analyze. Meanwhile, the paper analyzes incubation policies in Britain, South Korea and China’s Taiwan region. Finally, it puts forwards that our science and technology policies should be improved under the following five aspects. There are improving personnel policies where talents are the basis to measure and reflect enterprise strength in the incubator such that we should attract highly-trained personnel to join the incubator; enhancing intellectual property protection policies; constantly optimizing investment and financing policies, for example, attracting venture capital, strengthening standardized operation of enterprise in the incubator, providing financial support for the improvement of the incubator and enterprises to help improve management and increase the successful rate of the industrialization of science and technology achievements; improving other policy systems of the incubator including land policies and finance and taxation policies.
