Human resources is one of the bottlenecks to be lagging about hydropower construction enterprises from labor-intensive to technology-based management changes to industrial diversification, also to the International operations, the scale of operations and management of the rapid development of modern sustainable.This paper focus on industry characteristics and business reality, based on project management theory and my experience of hydropower project management, with the case, Hanpingzui Hydropower Station of Gansu Province Project (hereinafter referred to HPZSD project), and the use of human resources management theory, perspective from the construction contractor, to the project before and after the bidding process, After successful pre-planning and implementation of human resource allocation and institutional framework for analysis, as well as to meet the right quality, progress, security, cost control requirements of the human resources management initiatives, such as the exposition focus on scientific and standardized according to project management, and improve human resources management. Fully arouse the enthusiasm and adhere to the people-oriented, incentive and restraint to ensure that hydropower project on the smooth implementation for according to plan cost-efficient completion of this project.This paper describes the implementation of the project through the planning stage, so that all project management and the link to the pre-control premise; Through scientific human resources configuration and the management team to optimize the allocation of staff to strengthen organizational guarantee; Through flexible human resources management initiatives and the various ways to control costs, reduce construction costs, save and invest, increasing efficiency.
