With the development of market economy and the increasing pressure of competition,for the China's power station,the EPC general contract management mode has gradually replaced the original traditional mode,which has become more and more favored by the interested party.Among the nine elements of project management,human resource management builds a bridge among the cost,quality and schedule,plays an important coordinating role in the realization of above mentioned three elements.Therefore,in the project management,the establishment of appropriate management mode and sound human resource management will help to improve the operation efficiency of the entire project.In China,the related study started relatively late with less data.In the actual human resource management of the EPC general contracting project power station,the traditional management experience and mode can not meet the new organization mode.Therefor,the establishment of a scientific and operable project organization and its corresponding human resource management system is of great significance for the improvement of the economic benefits,time benefits of the EPC general contracting project of power station.Through the domestic and foreign comparative analysis of the application of the EPC general contract management mode,on the basis of serious theory study of EPC general contract management mode,the EPC general contracting project organization and the EPC general contracting human resource characteristics,and combining with the actual condition of China's power station,this paper has put forward such four human resource characteristics of the EPC general contracting project as liquidity,duality,humanism and collaboration.According to the characteristics of human resources of EPC general contracting project,the influence of project management organization and project scale on the allocation of human resources is analyzed theoretically.After that,this paper takes Qi Tai power plant contracted by SEPCO1 for example in the organization establishment,human resource allocation,human resource training and human resource performance assessment.Among them,A proposes the corresponding personnel number of different scale of project through investigation,analyzes the relationship between personnel age structure and work performance and the relationship between personnel allocation and project schedule,and then analyzes the existing problems in human resource during the operation of the project.Then,this paper has summarized a set of relatively perfect EPC general contracting project organization and human resources management method combining with the existing problems of project.Through the extension and application of this method,the efficiency of the EPC general contacting project of power station is improved,and the benefits of this mode to the project management are verified through the effect analysis in terms of time and benefit,in the hope of providing management experience for the similar domestic enterprises.
