China Netcom (CNC) is one of the four biggest telecommunication operators. Because of her history, there are two main worker organizing method in CNC, employee and other workers. In fact, the management of other workers is very weak just as the difference between the two kinds of workers.As the corporation reforment going deep, the managerment method in CNC has also changed a lot, Human Resources Management (H.R.M) has grown into a strategic problem. Paying attention only to H.R.M of employee but ignoring that of other workers has conflicted with employment system in our country. So if not be well solved, it will affect the development of CNC.Considering the history and current situation of CNC and on the basis of knowing what needs to be improved, the paper shows stringency and necessity of studying the H.R.M. Combining the fact of LiangShan subcompany of CNC, experiment has been done on H.R.M of other workers. In order to ensure CNC can develop better, the current H.R.M method must be reformed which will start from the H.R.M mode with shortage.LAW OF THE PEOPLE'S REPUBLIC OF CHINA ON EMPLOYMENT CONTRACTS has been adopted at the 28th Session of the Standing Committee of the 10th National People's Congress on June 29, 2007 and will be effective from January 1st, 2008. The study of H.R.M especially in those companies which has many other workers will help the law be better practiced.
