"Villages in city" is a unique phenomenon in Chinese urbanization process. The development of these villages lags behind the urban, and the land-use, planning, economy, management system, etc. are out of tune with the city. Thus, it has caused lots of problems. The land-use of the villages has been one of the focal issues of common concern. In Hangzhou, the reform work began from 1998, and has last for 10 years. It is extremely necessary and important to conduct an objective evaluation of land-use performance, as to improve work methods and ideas in the new macroeconomic situation and the new economic environment.Based on the latest research on the villages in city at home and abroad, and combined much survey and data analysis, at first, this paper proves the necessity of reconstructing the villages in Hangzhou city through a land-use perspective. Second, according to the literature reference and the actual situation in Hangzhou, we establish a land-use performance evaluation system. Finally, it gives a macro and micro evaluation to the land-use performance in the reconstruction projects. The results show that the reconstruction has greatly enhanced the performance of land-use. The conclusion of this paper could be used to be the reference of formulating policies for the government, and to make decision for the enterprises and village residents.
