With the rapid growth of industrialization and urbanization, anumber of traditional villages are experiencing a ongoing decline. Amongvarious factors leading to this change, one of the most common andconspicuous one is the involuntary reconstruction activities led by thegovernment, such as the reconstruction of the peasants’ houses due to thestriking of the natural catastrophe, which relocates the farmers of theremote area to better conditioned dwellings under the so-called BenefitProject, and the resettlement of farmers living nearby a gorge underconstruction, etc.This paper selects the sample of the reconstruction of rural residentbuilding owing to the6-18,2010Flooding Catastrophe in Nanping City,Fujian Province. According to the municipal schedule of new habitats forthe rural disaster area, this city mainly replaced the disaster strickenpeasants who lived in several adjacent villages to a new site forreconstructing their dwellings collectively. Such sites are usually faraway from the cities and the disaster stricken areas. However, such agovernment leading approach to rebuilding new dwellings, though solvesthe housing problem for the disaster stricken peasants in the short term, isindeed an enormous change for the traditional villages, imposing asignificant affects on the organization structure, the economicrelationships, the farmland structures of the villages. In addition, therelocated peasants will face a series of questions, concerning theirtransition of status, the production styles, the living areas and the politicalorganization systems, etc. Therefore, it is necessary to conduct aspecialized analysis to this phenomenon and its future development.This article is divided into seven parts. The first chapter is theintroductory section, mainly demonstrating the backgrounds, the meaningof this research project, the academic literature on this topic, and the analysis strategy and the research approach. The second chapterintroduces the basic information about the Nanping City, its pre-disastersocial and economic conditions, the situation of the disaster, and thepost-disaster reconstruction conditions of the rural dwellings. The thirdchapter analyses the impacts upon the village’s economy by thereconstruction, and states that the industrial structure tend to becomepluralistic, the means of production centralized, and the mode ofproduction modernized. The fourth chapter analyses the reconstructionsites’ impacts upon the personal relationships within the villages, and it iscategorized into community, organization and public servants-citizensrelationship studies, respectively. The fifth chapter analyses thereconstruction sites’ impacts upon the villages’ management modes,states that the fundamental public service system is established, but thefunds is not enough for operation; the creative management modes of thecommunity is built, but the citizens face a confusing dual managementmode situation. The sixth chapter proposes several suggestions on how topromote the reconstruction sites. The seventh chapter depicts the potentialfuture development directions of the reconstruction sites, discusses itsinspiration for the New Rural Construction Plan, and analyses theshortcomings of this paper objectively.
