The course of industrial transfer of agricultural labor force in China is going along on the background of the dualistic economic structure of urban areas and rural areas. This article is based on the hypothesis that the peasant is the rational person,and regards the agricultural labor moving from countryside into city as the representation of industrial transfer policy. The purpose of the decision made by rational agricultural labor under uncertain condition is to get more anticipative income, and to reduce the cost of industrial transfer, to avoid risk under uncertainty. Economic benefit is the decisive factor in the policy of process of industrial transfer, and the characteristic of agricultural labor force is also a factor affecting the dicision making of the peasant. The article defines anticipative income and anticipative cost, and measures them. The article explains the decision of industrial transfer by anticipative net-income on the basis of conclusions of cost-income compare. When anticipative income exceeds anticipative cost, higher anticipative net-income is, stronger the will of the peasant to make the decision of industrial transfer is. The compare between cost and income shows that all sorts of costs are too high, the real income is lower than the anticipative income, and the net-income is too low, which can not guarantee the peasants settle in city. On the basis of study of anticipative net-income of industrial transfer of agricultural labor, in order to reduce the anticipative cost and raise the anticipative income, the government should arrange the system, optimize the system, reform the system.
