With the rapid development of China’s urbanization process,the peasant workers have become the focus of the whole society’s attention.Urbanization in urbanization behind the urbanization of land,migrant workers by the peasants of the identity of the transfer and regional transfer of the asynchronous problem is very prominent.However,the urbanization of migrant workers is facing huge cost problems,and the urbanization of migrant workers is not only to realize the citizenship of citizenship,but also to realize the public services and other aspects of urbanization,rural migrant workers need a lot of financial support.Rural land contracting management rights as migrant workers an important property rights for the migrant workers to provide an important source of funds.The cost of peasant workers ’citizenship includes social public cost and private cost,and the cost of migrant workers’ citizens is huge.It is necessary to construct a diversified citizen-based cost-sharing mechanism.Therefore,it is of great practical significance to measure the rural land transfer income level,the peasant workers’ citizenization cost and the land transfer income to share the peasant workers’ urbanization cost,so as to reduce the peasant workers’ cost and promote the rapid development of new urbanization.This paper first elaborates the concept and basic theory of land circulation and migrant workers’ citizenization.Based on the basic theory of land rent theory,property right theory,population migration theory and cost-benefit theory,this paper analyzes the status of land circulation and peasant workers in Henan Province,Land transfer and migrant workers in the process of the existence of: migrant workers land transfer rights awareness is weak,the government behavior is not standardized,the land transfer market development is not perfect,household registration system hindrance,employment and skills training to participate in the lack of consciousness and integration into urban difficulties and other issues.Secondly,the binary logistic regression model is used to analyze the factors that affect the peasant workers in Henan Province.It is found that the land transfer area,the land transfer period,the land transfer route,the land use and the land transfer cause have a significant effect on the urbanization intention of the migrant workers.Based on the data obtained from the questionnaire and the statistical yearbook,the income of the rural land in Henan Province was calculated to be between 920 yuan and 1180 yuan per mu.The per capita land circulation income of Henan Province was 4234.32 yuan per year.Henan Province,the per capita cost of migrant workers 176355.94 yuan.Finally,the cost-benefit theory is used to calculate the cost-sharing coefficient of municipalities in Henan Province.The cost-sharing coefficient of migrant workers in Henan Province is 2.40% from the perspective of per capita land circulation.From the perspective of different urbanization costs,the current land transfer income in Henan Province can only meet the migrant workers with children’s education costs,the proportion of housing costs to share lower.From the point of view of different land transfer methods,the cost sharing coefficient of other and shareholding methods is 2.77% and 2.64% respectively.On the basis of the conclusion of the study,the paper puts forward the policy of improving the land circulation income and promoting the urbanization of migrant workers,including accelerating the land property right system and property right system,standardizing the land circulation procedure,perfecting the land circulation market,deepening the reform of the household registration system,Skills training and building a diversified cost-sharing mechanism. |
