Today, world economic integration enables enterprises to increase intense competition.With further reforms, enhancing the organization’s capacity and performance has become one of the most important issue, especially for Labor-intensive enterprises such as Drug packaging materials enterprises. Scientific management and sustainable development have been paid close attention by the leadership.As the maintenance department of the enterprises’ communication network, it charges with the task of all the company’s production, and any task needs to be implemented in each specific workshop. The level of the group leaders’ abilitiy greatly influences the level of the production performance, so enhancing the abilitiy of group leaders will play a multiplier effect role in the departmental management. For a long time, group leaders are selected from the backbone of technicists.The method of measuring and screening for talents is the main test of two faces which are about intelligence and achievement; However, there is no effective management system for selecting, training, evaluating and encouraging. Based on this, the idea of triggering a competency model for the technical team leader has been brought.Competency Model is the foundation of human resources management for the modern enterprises. Starting from the needs of the organization’s strategic development, strengthen competitiveness, Competency Model that puts strengthening competitiveness and improving the actual performance as the goal is a unique way of thinking work methods, operating procedures and operation process for the human resource management. Harvard University professor David Mc Clelland(David Mc Clelland) who is the well-known psychologist, is Internationally recognized as the founder of the competency model method.This study applies the domestic and foreign relevant theory of competency model which is relatively mature, through the seven steps to build and improve the competency model of professional group leaders: 1.The analysis from the needs of group, company and department; 2.Using the departments core business to analyze the work; 3.To establish the transitional model framework; 4.To refine the model elements from the profess ional and non-professional aspects; 5.To perfect the model elements by using the focus of the interview; 6.To verify the model elements by using BEI; 7.Completing the competency model elements and determining the block coding.The results of this study include three aspects: 1., Established the competency model of professional group leaders(Competency Dictionary), defined the competency requ irements of professional group leaders and provided the foundation of training professional group leaders;2.Long on the current production capacity evaluation, help them find their own short board, make them clear about the improvement plan.3.Establish long-ter m effective mechanism of the production of long training incentive and concrete operati ng methods.In this research, to make sure it is credible and effective we further application used of 360-degree approach to the model according to the initial model. We find our model had highly reliability and validity through questionnaires, data collection and research analysis tool.In this research,we have builded a competency model for the current group leaders conducted a competency evaluation to find out their short board, individual counseling in order to develop improved plans. Meanwhile, the department announced the professional and technical group leaders within the competency model(Competency Dictionary) to establish training and certification system for group leaders, at last established the system of technical training, selection, use and evaluation to the management. As a modern idea of human resource management competency model, we used it in communication production line.By this way we have achieved the scientific management of human resources, promoted the competitive advantage of departments and enterprises in the situation of resource constraints in the knowledge economy and achieved the sustainable development.
