Research Institutes Of Science And Technology R & D Project Management Model Is Discussed

Project management is an advanced management method which has been rapidly used in many industrial areas. The government and many scientific research institutions are trying to use it as well. As the implementation of structural reform in scientific research areas recent years, the research institutions have increasingly transformed into companies, which will face severe competition with other companies. However, the old management system can hardly function normally under the new structure of the company. So these transformed companies are in extreme need of a new management method for the scientific research projects. Nevertheless, there have been few findings on this issue in the research carried out by domestic scholars and no successful example is reported.The paper analyses the implementation of two provincial research issue, which were carried out by Kun Ming electrical sciences research institution, to examine the effect of project management method. By using this method, new ideas are introduced into the management system and a new management model is founded. The paper fully analyses the implementation of the new management method for the scientific research project from many aspects. The management structure is a matrix and the arrangement of the project, control of cost, communication between different departments, design of compensation, incentive scheme, and the examine method are follow the requirement of the new method. Based on its characteristics, the paper focuses on the technological forecasting, technology assessment and technology selection of the scientific research project and analyses the problems which are found in the process of the implementation of the new management method. The project management model is finally proved to be useful in these two projects mentioned above.
