With the advent of the 21st century, along with informatization developing continuously, the government has paid much attention to issue on returns of information-based project. To push forward the performance evaluation of electronic governmental affairs & information-based reformation has become the urgent matter of the industrialization of our country.Currently, the government has carried out information-based performance evaluation as a basic work of information-based investment supervision. As the main unit of perfecting socialism security mechanism, department of the labor and social security is playing more and more important role. And at present ,it has been faced with the problem on how to establish the reasonable performance evaluation and put into real work of information system project .The BSC (balance Scorecard), a kind of management idea of dynamic equilibrium and scientific performance system, is carried out extensively in various organizations. Therefore, this paper focuses on following aspects: how to combine the BSC system with department of labor and social security as non-profit organization, how to make BSC play comprehensive systematic role in labor security information system project, how to establish the multi-layer evaluation system in the department of labor and social security, how to expand the vision angles and layers of performance management, how to realize the combination of short-term and long-term evaluation and to turn future vision and strategy of organization into continuous performance evaluation index system.Combining theoretical study with demonstration analysis, this paper compares the BSC with other performance management tools, and shows its advantage. On the basis of the consideration on the industry characteristic of department of labor and social security, this study brings the BSC strategy management system in the Jinbao Project, discusses the necessity and feasibility of the BSC implementation in this project, and outlines the framework of its performance management system.Finally, the concrete scheme and implementary approaches of BSC application in the Jinbao Project, the detailed index system and strategy map are given here also.
