The main purpose of this paper is to design a set of performance management system based on Balanced Scorecard and to elaborate the specific design process.According to the characteristics of the subject,the use of literature research,case analysis,field research method of research methods.The traditional performance management method is a short-term control of the sustainable development of enterprises,the use of financial indicators to assess the performance of the enterprise's business performance,ignoring the business of internal and external environment on its performance,while ignoring the non-financial indicators in its operating performance to play an important role.First of all,from the concept of performance,performance management,balanced scorecard related concepts were defined,analysis of the four aspects of the Balanced Scorecard: finance,customers,internal processes,learning and growth.And carries on the comparative research to the European and American countries and our country in the theoretical research,the concrete implementation and so on,has proposed our country to carry on the balanced scorecard the reference aspect.A paper company as a specific case analysis,pointed out that the performance management in the existing problems.On the basis of pointing out that the existing performance management methods can not meet the needs of the company management,put forward the idea of implementing the performance management tool of the Balanced Scorecard.Through the enterprise strategic objectives of the layers of decomposition,into financial,customer,internal processes and learning and growth of the four aspects of the assessment of performanceindicators,from their mutual drive to find ways to improve corporate strategy.Secondly,the design of the company's Balanced Scorecard specific implementation plan,the establishment of Balanced Scorecard leadership and coordination group,the preparatory work;comprehensive internal and external factors,the development of strategic objectives;according to the actual operation of the company to select the key Performance indicators(KPI),build strategic maps,determine the weight of the indicators;the company-level balanced scorecard connection departments and individuals;the implementation of balanced scorecard,the establishment of feedback process.Finally,it is recommended that Company A promote the implementation of the Balanced Scorecard by creating a strategy-oriented organization,correcting the understanding of the Balanced Scorecard,enhancing communication,overcoming the psychological resistance of employees,improving the performance appraisal mechanism,and strengthening the allocation of resources.
