Our country's petroleum and petrochemical enterprises have gradually developed and perfected various management systems, procedures and regulations on the basis of practices in this field for many years. Especially after some of them were successfully listed, a number of systems and procedures including Internal Control Manual (for enterprises) and implementation rules, which clearly and systematically define business processes, decision-making procedure, implementation procedure, and performance assessment in enterprise management, have been promulgated to meet regulatory requirements on listed companies on domestic and overseas capital markets.Sinopec's Jiangsu Oilfield Branch is one of state-owned large and medium listed enterprises. As one of its main production management & cost control centers, the No.2 Oil Production Plant must have an effective internal control system. This is because internal control system is the key to scientific development of an enterprise. From the perspective of effective internal control in combination with production management practices, the paper aims to put forward a plan to promote the plant's development.By using related theories and research approaches in economics, management, and system engineering, the paper makes detailed analysis of the plant's production environment, industrial features, and internal control status & overall development trend versus favorable environment and factors for internal control along with problems and causes in internal control implementation. Then, the paper presents an evaluation of the plant's internal control and accordingly puts forward a development strategy with concrete implementation procedures to progressively realize its scientific, effective, and harmonious development.
