Since China's reform and opening-up to the outside world nearly 30 years ago, the provinces in the Delta Yangtze River area, most of the cities have appeared the emergence of hundreds of industrial clusters that mostly consist of small and medium-sized enterprises in traditional industries. The emergence and growth of these clusters has molded distinctive competitiveness which has become a thrust to the rapid economic growth of these regions. On one hand, many theoretical studies home and abroad have made the following fact clear, that clusters of SMEs, which have their own life cycle, will probably experience recession or even disaggregation, if they do not engage in strategic adjustment and upgrading in time when entering into mature and adjustment period. On the other hand, quite a few clusters of SMEs in China had enjoyed years of development before they came into stagnation, a result caused factors generated inside or outside of the clusters. The deep reason for this phenomenon is that the competitiveness molded by professional divisson of labor, scale and scope economy, has been eaten away, weakened and even dissipated as time goes by. Thus, in theoretical or empirical point of view, the competitiveness of clusters of SMES is an important project worthy of in-depth discussion and thorough researchBased on relative theories and methods in the fields of study of industrial clusters, competitiveness, regional economy, management statistics, this dissertation has chosen Yancheng city, whose clusters of SMES has been much mature and better samples for study, as the subject of empirical research. Starting with generalization and analysis of the basic facts, growth path, development characteristics and tendencies of Yancheng's clusters of SMEs, and combining qualitative and quantitive methods, this paper gives a thorough analysis of the clusters of SMES in Yancheng. Adopting PEST and other strategy analysis frameworks, Chapter 3 gives a qualitative analysis to the competitiveness of resource, capacity and environment of Yancheng's clusters of SMES, and discerns major problems and key factors that influence the competitiveness of the clusters. Based on the analysis of previous Chapters, Chapter 5 puts forward a number of policy suggestions to increasing the competitiveness of Yancheng's clusters of SMEsThis research has theoretical and pragmatic values for increasing the competitiveness of clusters of SMEs in China.
