But, because of the traditional ideology in economy, the textile industry in Yancheng is characterized by big groups and small individuals. Due to the small scale and great amount of the enterprises, the degree of inter-enterprise cooperation with due division of labor is low, which has caused the competition fall into disorder. And these will not be helpful for the proper division of resources, and the industrial chains and the priority in competition will not be formed will not be formed. As a result, for the whole industry, all these will lead to the poor ability to develop and the poor ability to resist all kinds of risks. So, Yancheng city, who is try her best to construct the "city of strong economy; city of great ecology", should reconsider her strategy in the economic development for the sake of competitive priority and put more emphasis on the development of clusters in textile industry. By taking Guangdong province where there are many clusters of external source and Zhejiang province where there are many clusters of internal source for example, this article made a systematic analysis on the developmental condition of local clusters in our country, and summarized the inspirations of the two developmental models of clusters to the development of textile clusters in Yancheng. What's more, in order to promote the future development of textile clusters in Yancheng, the author also put forward some valuable strategies and constructive suggestions.
