To solve this dependence increased labor and the expansion of land and the extensive mode of operation caused by the waste of resources and the ecological environment problems, so as to guarantee the sustainable development of agriculture in our country and our country put forward an important strategy for the development of agricultural modernization. Study on circular agriculture development comprehensive evaluation, can science objectively understand the circular agriculture development level and the change, find the main problems, to solve the contradiction between the agricultural and rural economic development and resources, environment, ecology has important significance.As a traditional agricultural province in the southwest of Guizhou Province, the climate is warm and humid, rich in biological resources, and has the advantage and potential of developing characteristic industry. In recent years, in the country, as well as the Guizhou provincial Party committee and provincial government’s support, Guizhou Province in the field of circular agriculture were research and exploration, has made some achievements. Circular agriculture demonstration project to achieve results, the ability to improve the prevention and control of agricultural pollution, the formation of a number of feasible development model of circular agriculture, but also facing the obvious contradiction between people and land, severely affected agriculture, ecological environment fragile multiple pressures, the development of circular agriculture still shoulder heavy responsibilities. The in Guizhou Province as the research object, according to the related data of Guizhou Province, development of circular agriculture in Guizhou Province were comprehensive evaluation, in recent years in Guizhou Province and the cycle of agricultural development level changes, to find out the obstacles of the development of circular agriculture in Guizhou Province, is of important significance to realize the sustainable utilization of the expensive state province resources and agricultural modernization.Guizhou Province circular agriculture development comprehensive evaluation as the research content, according to the Guizhou Province actual development situation and data availability, constructs the evaluation indicator system of circular agriculture in Guizhou Province, including the economic and social development, reduction of resource input, four major categories of indicators such as recycling of resources, resources and environmental safety, using entropy method for comprehensive evaluation on the development of circular agriculture in Guizhou Province, and transverse choice in southwest of Sichuan, Chongqing, Yunnan, Tibet, and Hunan and Guangxi were compared. The effects of Guizhou Province in Southwest China and its surrounding provinces in the developing level of the circular agriculture in. Finally according to the circular agriculture development level and index value, to restrict the development of restrictive factors and obstacles of analysis, draw the following conclusions: first, from an overall point of view, 2005 to 2014, Guizhou Province, overall level of development of circular agriculture was rising trend, in 2006 and 2011 has declined slightly, the economic and social development evaluation index with an average annual growth rate of the fastest, followed by resources and environment safety index and resource recycling use of indicators, reduction of resource input indicators for nearly 10 years has been in constant motion. Second, in contrast to 7 provinces, municipalities and autonomous regions, the level of development of circular agriculture in Guizhou province is in the middle position, second only to Hunan province and Sichuan province. Compared to other regions, economic and social development in Guizhou Province is relatively backward, the reduction of resource investment than other areas have obvious advantages, resources recycling and environmental security resources are in on the side of the middle level. Third, according to the index data of 2005- 2014, 2014 in Guizhou Province, factors of agricultural development cycle of the main obstacle is the resource input index, followed by the economic and social development index. The fertilizer use intensity, pesticide use level, plastic sheeting and use level is the main obstacle factor, the index of per unit area yield of grain, the grain yield per capita, per capita arable land also severely limits the development of circular agriculture. Fourth, reference seven areas in 2014 eighteen indicators data, and other areas compared, the process of agricultural development in Guizhou Province cycle in economic and social development indicators as the biggest barrier index, and reduction of resource investment barriers is the smallest. Guizhou Province, the level of economic and social development than other regions is relatively backward, to some extent hindered the development of circular agriculture in Guizhou Province, and the resource input has advantages compared with other regions.According to the above research conclusion, this paper proposes to further promote the four policy suggestions to the development of circular agriculture in Guizhou Province: one is to reduce the input of material and resource conservation; the second is to adjust the internal structure of agriculture; the third is to strengthen the cultivated land protection and prevention of natural disasters; the fourth is to increase the circulation of agricultural technology development efforts; the fifth is to government regulation and public participation in a combination, learn from other parts of the circular agricultural development experience. |
