| Since the Open Policy, China has made surprisingly large achievements in the fast economic development. However, the fact clearly shows that pure economic growth does not necessarily bring according economic development; on the contrary, it shades or even goes far from the fundamental purpose of development. All these contradiction and problems result from unavoidable and objectively-existed factors. According to this, the report to the 17th NCCPC proposes method transformation of economic development should be guided by scientific outlook on development.Guizhou is a province in which agricultural population accounts for 72.5% of total population. To a large extent, method transformation of economic development mainly lies in method transformation of agricultural economy. The paper, starting with the connotation of economic development, deeply analyzes the economic form and situation of Guizhou agriculture and proposes five main problems in economic development of Guizhou agriculture, i.e. single industry structure, big difference between urban and rural areas, industry-and-city-oriented input, low level of using scientific technology and sharp contradiction between agricultural production ways and eco-environment, etc. Above problems leads to a serious lag in agricultural economy, Chinese three-dimensional rural issues being severe and pressing transformation in method of agricultural economy. Based on these, the paper also proposes five requirements on the government's function: guide sustainable development and adjustment of agricultural industry structure, provide balanced development between urban and rural areas and basic public products equally, coordinately develop and enlarge input to agriculture, input and service on rejuvenating agriculture through science and technology, dominate harmonious development between human and nature and lower the number of farmers. On the systematical basis, the paper gives some thoughts and countermeasures. |
