A Study On The Orientation Of Government Function In The Economic Development Of The West

With the rapid growth of economic globalization, airport is not just used to be a transportation tool that transfer passengers and goods. It has become the driving force to the development of region economy, attracted and industry clustering. The airport and surrounding area is becoming a high density economic location and it will become the main way of economic development under the background of global economic integration. At present, many countries and regions have been recognizing the importance to promote the development of airport economy. Chinese airport economy has begun sprouting in 1990 s. Domestic provinces and cities have begun planning of airport economy after the localization of airport reform in 2004.Airport economy has entered a period of rapid development. The airport economy in western region of China is underdeveloped. The government plays an irreplaceable role in the airport economic area. Accurate positioning of government functions would provide the financing environment of investment and make good market order. Meanwhile, it can deal with the relations of interests, bring out the creativity and enthusiasm of relevant subjects, and then promote the airport economic growth. Therefore, it has an important practical significance for promoting the development of airport economy in Western China that studies the functions of government.By studying the theory of airport economic development and government function, based on the domestic and foreign development of airport economy area and mechanism of action of government function in airport economy, then put forward the government functions positioning of the development of airport economy in Western China: the local government has four foundations: guidance, support, service, regulation. Through analyze the government management system, construct the operation mechanism of airport economic zone in Western China. Efficient operation of the government functions need to establish administrative decision-making scientific and long-term mechanism, dynamic mechanism, management coordination mechanism, the system guarantee mechanism to promote the sustainable development of airport economy. Finally, this paper taking Guizhou Shuanglong Airport Economic Zone as a case study, analyze the specific functions of operation of the Guizhou government in this area, then put forward innovative and optimizing path of government functions.
