In recent years,national economy of our country is at pre-industrialization period. Project construction scale in such period is large,the investment focuses on construction of basic industries such as energy,traffic and raw material,and urban infrastructure facilities such as urban living facility,road and bridge,tunnel and large public structure,and such situation with stressing "high,large,new and heavy" external expansion reproduction as investment feature requires that large enterprises with strong strength and competitive force adapt it.Since reform and opening-up,our county starts opening-up,many international contractors enter domestic markets,and domestic construction enterprises also actively enter international markets and participate contention of international contracting markets. Development of many domestic private enterprises also makes domestic competition increasingly intense,so strengthening economic strength,perfecting comprehensive function and improving competitive force of domestic enterprises become the needs of urgent development of construction enterprises.Arrival of knowledge economy gives out new requirements on organization, management and innovation of enterprises.Above development tendency brings unprecedented opportunity and challenge of construction industry of our country.China Railway Fourteenth Group Limited Company is an engineering enterprise with state holding system.Under the system of market economy,although it realizes continuous growth of project contracting quantity,it also faces severe competitive situation,various unfavorable factors such as non-ideal economic benefit,tense fund,coarse management,weak enterprise culture,weak risk control capacity and bad source integrity capacity restrict further development of the enterprise.How to face complex market environment and how to adapt requirements of new situation and new environment,to make use of own advantages of the enterprise,to define development direction and development road and to realize value maintenance and sustainable development of the enterprise are the issues that shall be urgently solved by the enterprise.The paper uses strategic theories of company development to analyze internal and external environments of the company,finds out opportunity,threat,strength and weakness, analyzes and finds out development direction,development target and development step of the company by combining virtual organization theory and study type organization theory, and gives out the strategies that shall be taken for realizing development strategy of the company according current situations of the company.
