The comprehensive coordinated reform Experimental Area of the Harmonized Development in Urban and Rural Areas of Chengdu-Chongqing(abbreviate CY Comprehensive Reform Area) is the first comprehensive reform area built after approval by the State Council with the key of the Harmonized Development in Urban and Rural Areas, and crossing administrative division, which is after the appearance of Pudong's New Area and Binhai New Area. Through the study of establishment background and strategic intention, we know that CY Comprehensive Reform Area is differ from past reform taking the economic system as starting point, which is established at the precondition of development status of the serious contradiction of urban and rural areas ' binary structure, continuous enlargement of urban-rural gap, and urgent problems to be solved of "three agriculture"; and the development imbalance compared with east areas and condition difference of its own resources, as well as combining the geographic advantages of Chengdu and Chongqing city are the central cities in west areas and the typical characteristics of urban and rural division system, The purpose is to build a reform route based on system innovation, and which can be used for reference on development of urban and rural areas, thus forming a empirical mode for guiding the regional development based on classification.The purpose to study the systematic reform of CY Comprehensive Reform Area is to explore the template of the Harmonized Development in Urban and Rural Areas, and innovation of crossing administrative system, and to find out the solving way for the barrier of deep system and structure behind the Harmonized Development in Urban and Rural Areas. CY Comprehensive Reform Area is also called "CY New Special Zone", "New" is to the power of "Taking the lead" of system reform.
