As the most important capitalism state in nowadays, the influence of United States on the world economy, especially on the global trading system is becoming more and more obvious. The United States is becoming the main trading partner of China along China's entry into the WTO and its open policy. Frictions occur in the trading process, and become more intense since China joined the WTO. Therefore, there is a need for the systematic research and analysis of US trade policy and interest group. This article starts with the interest group, with the research of relationship between US trade policy and interest group. And consequently analyze the genesis and operational mechanism of US constitution, making useful reference to China's external economic circumstance.This article adopts the systematology research method, using several subjects such as international economic law, economic law, international economy, international politics and sociology to make research on the interest group. And use historical analysis method to research the derivation, genesis and development of interest group.The first section analyzes the object of the research, especially the genesis of the interest group, through the perspectives such as the autonomy tradition of American society, the freedom of association and constitution, and theirs protection as well as limitation of interest group. The second section makes research of interest group in the U.S. policy making system, and explores on the resources and means of interest group, its relationships with parties, its status in affecting trade policy, and makes example research on the relationship between Section 201 and interest groups. The third section elaborates on the interest group in U.S.-Sino trade policy making, through the aspects as the interest groups in U.S.-Sino trade policy and its ways of influence, and makes example analysis on the interest group in the U.S.-Sino textile trade dispute.Through the analysis of the genesis, nature, operation of interest group and its relation with trade policy, the author arrives the conclusion that the interest group was born in the constitutionalism of the United States; its nature is the rational operation of fund in U.S. politics and plays an important role in U.S. trade policy system; it makes full use of U.S. laws, which is a dynamic political and economic icon as well as of important effect in U.S. politics. At the meantime, it should be noted that the effect of U.S. interest group in trade policy should not be exaggerated. Instead, it should be endowed an appropriate position in order to understand the U.S. trade policy more objectively.
